how do i dechorlanate the water and whats the best way to change it out?

I have a tank set up that has one loach in it...orginal there was the loach and 3 goldfish ...the fancy goldfish...well over the last month the goldfish have pasted away and i couldn't figure out why i though maybe my husband was overfeeding the tank since two of them seemed to have bloated bellies....
