Sorry to disappoint you, but dojos like to lay on anything, anywhere, or anyone, whenever they feel like plopping down. I've seen them stop mid-swim and drop down a foot or more without the slightest consideration for what was under them at the time (rocks, gravel, other fish, etc.).

If I had to guess at what was going through their heads, I would say that they are happy with their surroundings and each others company, and were just relaxing a bit. It's not uncommon to find loaches relaxing around, beside, and even on top of each other.
