I have two newish Clown Loaches who have a weird tendency to 'sleep' on their sides and back. They seem fine, they perk right up when I go to look closer to see if they've died. Is this a normal behavior?

Yes it is a normal clown behavior.

Clowns are sociable fish so, assuming you have a large enough tank for them, I'd recommend getting at least another one and preferably three.

Depends on the size of your tank, but three more for a total of five would be much better than a total of three
