My tank temp is currently sitting at 83.6 degrees, even though the heater has been unplugged for a week, the room temp is 70 degrees, it's not in direct sunlight so any ideas?

Just the ones that come with the juwel aquariums, 4 flouresant bulbs, 2 run 8am to 8pm, 2 run 7am-8am and 8pm-9pm.
But they were off all night and I'm 99% sure the water was only 82.7 when i went to bed last night

What about your filtration? What's the temp of the water going into the tank from the outflow? Is it at all cooler, or warmer? Just wondering if the filter may be overheating...

The only way a tank can be permanently hotter than external ambient temp is if heat is being added into it. So a process of elimination should find the cause.
1. The heater--it's switched off (faulty switch?)
2. The sun--the tank is not in sunlight
3. The lighting ??
4. The filter pump ??
5. Any other pumps or electrics in the tank?
6. Any other external heat source near the tank?
7. Your thermometer is wrong.
