New Filter & Salt Rate

Hi all.
I'm new to the forum, and tropical fish, and have been set up for about 4 months but have bred mtn. minnows and leopards and also had turtles in the past.

My current canister filter (a 3 y/o Resun piece of ... something unpleasant that sticks to your shoe!) sounds like it is about throw the impeller through the side of the casing and I have bought a second hand, 6 mth old, Eheim 2235 to replace it. What precautions should I take as far as introducing a possible disease or parasite to the tank environment ... or am I just being paranoid and don't need to worry?
I intend to use some of the existing filter media from my Resun (porcelen tubes) and also wondered what is the best combination of media, in what order, to best fill the canister?
I also have a minor fungal disease in the tank at the moment which I think is Columnarius (a furry down on the body of a Black Neon)? I want to treat the tank with aquarium salt but I have 6 loaches (x2 Kuhli, x2 Kubotai, x2 Striata) and wondered what a safe application would be?
I do 1/4 weekly waterchanges, Nitrates 0, ammonia 0 tank runs at about 27 to 28 deg C.

Nitrites might be zero, but your nitrates are unlikely to be.

A kubotai just died with no external evidence of a problem and its mate is not to be seen? The striatas are fine and the kuhlis are being kuhlis .... don't know if they are there or not?
