09' baby blue oranda, acting strange!

:D hi I need some advice on one of my fancy goldfish please.

I have 200L excellent external filter do water changes of 50% each week with out fail.
I've had the tank & four other fancy goldfish for 8 months with no real problems.
The four larger fish are x2 black moors, x1 orange oranda x1 mixed veil.

This spring I added to baby fancy goldfish x1 red cap & the blue oranda, this is the fish I have the problem.
It may sound mad but you know when you go near the tank the fish think they will food, & come to the front, the blue oranda is swimming away fast like its scared of me, never done this before.
It also seem like its hiding just wants to go under the bog wood, I noticed his fins go what I think is quite fast considering his really is remaining in the one spot.

I can tell something is not right, but can't pin point what!
There are no other signs of any other illness, like ick, fin rot & so on.

Please could someone advice me, I would be every so grateful.

I can only think of one idea, and I have no way of knowing if this has anything to do with it.

Is the shy one the lowest ranking in the tank?
Could the other fish be pushing him around?
Then, when the rest of them group together in hopes of getting fed the one is not running (well swimming) away from you, but away from the crowd?
38 tanks, 2 ponds over 4000 liters of water to keep clean and fresh.

Hi thanks for replying.

It could well be the case, I can tell you the large orange oranda is the boss of all defo!!

I just feed them some live food was not shy about that! Lol

I will keep close eye on him, should it be serious I'm sure he would go down hill fast.
