clown loach paralysis

lately i've been seeing a significant number of clowns that seem to have this type of problem:
1. loach initially has problems swimming (awkward swimming posture)
2. loach starts swimming slanted
3. loach cannot seem to swim upright, can only swim while lying down
(i make it a point to wait for at least 2 weeks for any fish to stabilize in the fish shop before making a purchase. most shops here do not perform any type of quarantine before selling fishes. you'll see the delivery truck deliver fish and the bag gets plopped into the fish tank for sale)
i've heard of 1 success story in which the clown was already in stage 3, and it was treated with medication that i suspect is tetracycline, since the water turned almost red... unfortunately, local meds here do not reveal their active ingredients...

anybody have seen this before?

I've never seen it personally, libingboy/avant. Perhaps it's a feeding/transportation problem.
