Perhaps Robert Sewell (1845-1925), a civil servant in colonial India, and author of a book on India???
Lt. Col. RBS Sewell seems to be more relevant/likely, notice his name next to Hora, and

While R.B.S. indeed starts with Robert, it is
probably not the same fellow since the Colonel
